Summary:

These articles are discussing about how the Hong Kong government is reconstructing Hong Kong to be a High technology industry by building Science Park and imposing its strong legal system on IPR.

The local photonics industry comprises mainly manufacturers are making middle-market to low-end liquid crystal displays (LCDs). Unfortunately, in Hong Kong, the local photonics industry’s total output was fallen from 1997’s HK$10 billion to about HK$6 billion to HK$7 billion by 2003, because the industry itself did not catch up the speed of other countries did. In competing the fast growing Photonics industry of other countries, for instance the Greater China have 30 to 40 percent growth rate per year, the first dedicated photonics center was opened at the Science Park in June 2003 which provides local business advanced engineering support and required facilities, including Photonics Development support Centre and product analysis laboratory, for research and development purpose.

In addition to the advance facilities and advance service, Hong Kong government is emphasizing its strong legal system on protecting intellectual property rights to attract more foreign companies to invest in Hong Kong. Hong Kong government was arguing about protecting intellectual property rights is not though law but the through of people. Hong Kong have rule by British for long time and people have been teaching the intellectual property culture since they were children. Thus, companies will feel more safety to invest in Hong Kong because their product would not be copied.

By the end of 2003, there were more than 40 companies which had already moved into the Science Park. And these companies would bring Hong Kong the first three year an additional, HK$1.8 billion fund as well as, 2,500 of jobs position, including posts of engineer and senior engineer, photonics; engineer, product analysis; officer, key accounts; and officer, event marketing/marketing communication. Philip, one of the major multinational corporations, built a new six storey building in the Science Park this Year. And hopefully more and more foreign companies will move to the Science Park.

These articles are relevance to the topic about Globalization for the reasons following:

Because of the expansion of the Globalization, financial capitals are moving from one country to another. Many countries are seeking fund from other countries in order to boost the economy. In the articles, Hong Kong is one of the countries doing so. It tries to increase the interest of the other countries to investment in Hong Kong.

Acquiring resource is one of the reasons why companies are going to be globalized. Resources are not only referred to natural resource but also services, technologies and information. As refer to the articles, the establishment of the science park showed that Hong Kong’s government tried to attract foreign companies to invest in Hong Kong by providing better service on hi-tech support, higher technologic facilities, and more updated information.
